Most brands I talk to across Europe are asking the same question right now: is it too early, or too late, to get into ChatGPT Ads? Neither. It’s exactly the right moment, and the reason has to do with how new this channel still is.

What ChatGPT Ads are and why Europe matters

ChatGPT Ads are sponsored cards that appear beneath ChatGPT’s response, shown only when the conversation carries genuine commercial intent. There’s no keyword bidding involved, the system matches ads to the context of what’s actually being discussed, which means the ad shows up at a moment of real decision making, not a passive browsing moment.

Europe matters here for a simple reason. OpenAI rolled ChatGPT Ads out to 31 European markets at once in late August 2026, right after months of testing in the US, UK and a handful of other countries. That’s a huge, simultaneous audience across very different markets, and almost none of it has seen meaningful advertiser competition yet.

Ads in ChatGPT vs. ads on ChatGPT: how the format actually works

Some brands ask about running ads on ChatGPT thinking of a banner placement, similar to a display network. That’s not how it works. Ads in ChatGPT live inside the conversation itself, clearly labelled, appearing only after the assistant has already given its answer. The ad complements the response rather than interrupting it.

This distinction matters for creative strategy. A banner style message doesn’t translate well here. What performs is copy that reads naturally as an extension of the answer the user just received, addressing the same need in a direct, non intrusive way.

Setting up in the ChatGPT Ads Manager

The setup process will feel familiar if your team already runs Google Ads or Meta Ads. You define a campaign objective, set a budget, and instead of keywords you configure context hints at the ad group level, which tell the system what kinds of conversations are relevant to your product or service.

One limitation worth knowing before you start: custom audiences and lookalike audiences based on existing customer lists aren’t available yet within the European Economic Area. All targeting currently relies on real time conversation context rather than historical user data, which is a meaningful difference from how most European teams are used to running paid social.

Market by market: UK, Germany, France, Netherlands

Availability rolled out simultaneously across these markets in August 2026, but advertiser adoption is moving at different speeds. The UK is currently seeing the highest search volume and, with it, the highest cost per click, so brands entering there should expect a more competitive auction than in Germany, France or the Netherlands, where the channel is still genuinely quiet.

For brands running campaigns across several of these markets, the sensible approach is treating each one as a separate test rather than assuming performance in one country predicts performance in another. Language, purchase intent, and how commonly ChatGPT is used for research all vary enough between these markets to justify running them independently before consolidating budget into whichever performs best.

GDPR and what’s still missing in Europe

Because personalized targeting based on customer data isn’t yet available in the EEA, GDPR exposure through ChatGPT Ads is currently lower than through more established channels that lean heavily on behavioral targeting. That’s not a permanent feature of the platform, it reflects where the product currently stands in this region, and it’s worth reviewing again as OpenAI continues to build out its European ad product.

What this means in practice today is that campaigns rely entirely on contextual signals rather than personal data, which simplifies compliance considerably while the channel matures.

Why work with an agency across multiple markets

Running a single market campaign on a brand new channel is manageable in house if someone on your team has the time to learn it properly. Running campaigns across four or five European markets at once, each with its own search volume, competitive intensity and language nuance, is where an agency earns its keep.

I’ve worked with brands in Germany and Denmark managing exactly this kind of multi market complexity in Meta Ads and Google Ads, and the same principle applies here. Coordinating context hints, budget allocation and creative testing across markets without duplicating effort, or worse, without cannibalizing your own campaigns across borders, is a lot easier with someone who’s already set the structure up before.

FAQ

How much does ChatGPT Ads cost in the UK compared to the US?

UK cost per click currently runs higher than in most other European markets, reflecting greater advertiser interest and search volume there relative to markets like Germany or France, where the auction remains considerably quieter.

Can one campaign run across several European countries at once?

Technically yes, but treating each market separately tends to produce better results early on, since purchase intent and how people phrase their questions to ChatGPT differ meaningfully between countries.

Does ChatGPT Ads replace Google Ads or Meta Ads?

No. It captures the user at a different moment, while they’re using AI to research or compare options, often before or alongside a traditional search. The three channels work best combined, not swapped for one another.

Is there a minimum budget to get started?

Daily budgets typically start around 15 euros, though structuring a campaign with a total budget instead of a daily one allows for smaller initial tests before committing more spend.

About me, ChatGPT Ads agency for European brands

My name is Mónica, and I’ve spent more than nine years in digital advertising, having worked across seven paid media agencies both in Spain and internationally, including a role as Senior Account Manager at Google, where I managed over five hundred international accounts and was recognized as a Top Performer. Since ChatGPT Ads launched in Europe in August 2026, I’ve specialized in this channel from day one, applying the same targeting and optimization logic that’s worked for years in Google Ads and Meta Ads to this new conversational format.

I keep a limited number of clients on purpose, so I can stay personally involved in every account. If you’re coming from an agency that misses deadlines, disappears for days at a time, or promises more than it delivers, with me the strategy, the setup and the direct contact are always with me, not a junior still learning the channel on your budget. And that shows in the results.
